Home-Business Migrant Scheme

 

Investors are encouraged to invest in New Zealand and gain New Zealand residency. Migrant Investment Policy has two categories which offers great flexibility in terms of investment, Investor 1 Category and Investor 2 Category. The minimum capital required is 1.5 million New Zealand dollars for Investor 1 and 10 million for Investor 2.

For entrepreneurial migrants, Entrepreneur Plus offers a faster path to residence for applicants who create at least 3 fulltime jobs and invest $500,000 in their business.

Migrant Investment Policy
 
Key requirements for Investor I Category

Principal applicant’s English language: No requirement

Age: No requirement

Business experience: No requirement

Investment funds: NZ$10 million

Settlement funds: No requirement

Health and character: Healthy and of good character

Section 18A requirement on residence: Maintain the investment funds in New Zealand for a minimum of three years; and

spend 73 days in New Zealand in each of the last two years of the three-year investment period.

 

Key requirements for Investor 2 Category

Principal applicant’s English language: IELTS* test report with an overall band score of 3 or more; or
Evidence of an English speaking background.

Age: 65 or younger

Business experience: Minimum of three years

Investment funds: NZ$1.5 million

Settlement funds: NZ$1 million (transfer not required)

Health and character: Healthy and of good character

Section 18A requirement on residence: Maintain the investment funds in New Zealand for a minimum of four years; and spend 146 days in New Zealand in each of the last three years of the four-year investment period; and, (if required) complete 20 hours of English language tuition.

 

Business experience

Business experience is recognised if it is experience in planning, organisation, control, senior change-management, direction-setting and mentoring acquired through ownership of, or management level experience in, a lawful business enterprise that has at least five full-time employees and an annual turn-over of NZ$1 million.

Acceptable investment

  • bonds issued by the New Zealand government or local authorities, or
  • bonds issued by New Zealand firms traded on the New Zealand Debt Securities Market (NZDX), or
  • bonds issued by New Zealand firms with at least a BBB- or equivalent rating from internationally recognised credit rating agencies (for example, Standard and Poor’s), or
  • equity in New Zealand firms (public or private), including managed funds and:

Application procedure

Investor 1 Category: lodge your residence application directly.

Investor 2 Category: 

1. Submit Expression Of Interest (EOI) first.

2. Be selected from the Pool.

3. Receive invitation for residence from Immigration New Zealand.

4. Lodge residence application with all required documents.

 
Entrepreneur Plus Policy
 
Key requirements

Investment capital: $0.5M

Job creation: Minimum 3 Full time employees

Min. settlement funds: Enough to support self

Min. English language: IELTS 4

Max. age: No requirement.

Min. business experience: Business experience relevant to business plan

Min. time required in NZ: Enough to support business

Length of time to residence: Conditional residence available once requirements met.

*New Entrepreneur policy will become effective from November 2009

Entrepreneur Policy (current)

Investment capital: None.

Job creation: No minimum requirement.

Min. settlement funds: Enough to support self

Min. English language: IELTS 4

Max. age: No requirement.

Min. business experience: Business experience relevant to business plan

Min. time required in NZ: Enough to support business
